Heather Stegner

Chief Operating Officer
Heather Stegner

Heather is AWC’s Chief Operating Officer. She has almost 20 years of diverse experience, having worked for trade associations, non-profits and corporations. Heather built AWC’s communications program and has won multiple MarCom and PR Daily awards for crisis communications, website redesign and best use of social media. She also oversees AWC’s publications sales and educational outreach activities. Heather holds a bachelor’s in public relations and an Executive Master’s in Business Administration.

Bradford K. Douglas, P.E.

Bradford K. Douglas, P.E.

Brad is AWC’s Vice President, Engineering. He holds a bachelor’s in agricultural engineering and is a licensed engineer. Brad has worked for AWC for 37 years and previously worked for the Southern Pine Inspection Bureau. Brad oversees AWC’s standards development program and serves on several standards development committees of other organizations, including ASTM, American Society of Civil Engineers, U.S. Federal Emergency Management Agency’s Building Seismic Safety Council and the International Code Council, addressing proper design of wood buildings for exposure to fire and structural loading including high wind and seismic loads.

Tim Hunt

Vice President, Environment
Tim Hunt

Tim is AWC’s Vice President, Environment. He is responsible for working with member companies to develop positions and implementing advocacy strategies on behalf of the wood products industry on EPA clean air regulations and policies. Tim’s work is focused on the cumulative impact of air regulations as well as individual regulations, including, MACT, NAAQS, Air Transport, NSR/PSD and climate policies. Tim has more than three decades of experience working on environmental regulations and policy for organizations like the American Forest & Paper Association, the American Petroleum Institute, the Office of Management and Budget and the EPA.

Rachael Jamison

Vice President, Markets & Sustainability
Rachael Jamison

Rachael is AWC’s Vice President of Markets and Sustainability. She holds a Bachelor of Science and masters in environmental science and business administration. She has over 20 years of experience working on sustainability issues, public policy and environmental management. Rachael’s experience includes developing organic food standards and multi-stakeholder climate adaptation plans as well as supporting the emerging biomass energy sector. She also has extensive experience in environmental regulatory compliance. Rachael’s work is always data-centered with people in mind.

Will Layden

Vice President, Government Affairs
Will Layden

Will is AWC’s Vice President, Government Affairs. He has nearly a decade of experience working on environmental, sustainability and land management policy, as both a trade association representative and as a Congressional staffer. He was previously Deputy Chief of Staff for House Natural Resources Committee Chairman Bruce Westerman, and prior to that position, served in Representative Westerman’s personal office. He got his start on Capitol Hill working for the Natural Resources Committee, Subcommittee on Federal Lands under Representative Tom McClintock. Will holds a B.S. in Political Science from Clemson University and is originally from Chicago.

Philip Line, P.E.

Vice President, Codes & Regulations
Philip Line, P.E.

Philip is AWC’s Vice President, Codes & Regulations where he leads AWC’s work in the national model building code development process. He is a licensed engineer and holds a bachelor’s and master’s in civil engineering. Philip was awarded the Excellence Award from the National Institute of Building Sciences Building Seismic Safety Council in 2021, which is awarded to subject matter experts for their “dedication to keeping our nation’s residents safe.” Philip has worked for AWC for almost 30 years.

Omar Amini, Ph.D., P.E.

Manager, Wind & Seismic Engineering
Omar Amini, Ph.D., P.E.

Omar is AWC’s Manager, Wind and Seismic. He has more than 10 years of experience in structural design, experimental design, modeling of wood structures for resistance to wind and seismic loads, and development of tornado fragilities for residential structures. His standards experience includes development of AWC’s design standard Special Design Provisions for Wind and Seismic, provisions for cross-laminated timber shear walls and participation as a member of the International Code Council’s Residential Assessment and Seismic Retrofit Committee. In addition, he works with AWC’s committees and participates in ASTM and ASCE standards committees.

Jeffrey Bradley

Director, Sustainability Standards
Jeffrey Bradley

Jeff is AWC’s Director of Sustainability Standards. He has a bachelor’s in environmental studies and has worked in the wood products industry for over 14 years. He has standards and policy experience in areas including sustainable forestry, green building, the circular economy and environmental product attributes. He leads AWC’s work on international standards and currently serves as the Head of Delegation for an International Standards Organization (ISO) subcommittee and represents the United States in full ISO Committees.

Linda Fewell

Manager, Operations & Membership
Linda Fewell

Linda is AWC’s Manager, Operations and Membership. With over 20 years of experience supporting executive level personnel, she is responsible for the day-to-day operations of AWC’s headquarters office in Leesburg, VA. In addition to supporting the AWC leadership team and field staff, she also handles AWC’s publication sales and maintains the 6,000+ member Code Official Connections program.

Francisco Flores, Ph.D

Manager, Engineering Technology
Francisco Flores, Ph.D

Francisco is AWC’s Manager, Engineering Technology. He was awarded a Fulbright scholarship from Ecuador to pursue his master’s degree at Virginia Tech. As part of a dual agreement between universities, he obtained his Ph.D. with a focus on Structural Engineering from Virginia Tech and a Ph.D. from the Pontifical Catholic University of Chile. His area of expertise is nonlinear structural analyses with an emphasis on earthquake engineering. Francisco has published several journal and conference papers and has seven years of teaching experience as a professor at the University of Cuenca and the University of Azuay in Ecuador.

Stewart Holm

Chief Scientist
Stewart Holm

Stewart is AWC’s Chief Scientist. He has more than 25 years of experience in the industry and has been published over 100 times in peer-reviewed scientific publications. He manages scientific research, research opportunities, chemical risk issues and product stewardship related to chemicals like formaldehyde, wood dust and more. He is a member of the National Council for Air and Stream Improvement’s Long-term Receiving Water program expert panel. He has received an award from the International Nonwovens Association for his research on formaldehyde and was awarded a Congressional Fellowship by the Sea Grant College Program in Environmental Science and Policy.

Peter Mazikins, P.Eng.

Senior Manager, Engineering Standards
Peter Mazikins, P.Eng.

Peter is AWC’s Senior Manager of Engineering Standards where one of his major roles is managing AWC’s approved standards development process by the American National Standards Institute. He holds a bachelor’s and master’s in civil engineering and is a licensed engineer. Before joining AWC, Peter was an engineer for the Canadian Wood Council. Peter is also an avid sportsman and musician – he enjoys playing ice hockey, cycling and plays bass in a local orchestra.

Ray O'Brocki, C.B.O.

Director, Fire Service Relations
Ray O

Ray is AWC’s Director of Fire Service Relations. Before joining AWC, he was the Chief Building Official for the City of Rockville, MD. He retired as the Assistant Fire Chief of the Baltimore City Fire Department in 2013, and before that he served as fire marshal for Baltimore. Ray is the administrator of the Construction Fire Safety Coalition and has served on several building and fire code technical committees for the International Code Council. He is an adjunct instructor at the National Fire Academy and has presented across the United States and internationally on fire safety best practices. Ray is a graduate of the University of Baltimore School of Law and a licensed attorney.

Anna Ostrander

Manager, Sustainability Data
Anna Ostrander

Anna is AWC’s Manager, Sustainability Data. She holds a B.S. in Chemistry and an M.S. in Sustainable Systems from the University of Michigan School for Environment and Sustainability. She worked with the UM Center for Sustainable Systems to footprint the university’s Scope 3 greenhouse gas emissions to support the university’s carbon neutrality goals. Anna manages AWC’s Life Cycle Survey, working with member companies to input their data and facilitating the development of Life Cycle Assessments and Environmental Product Declarations for structural wood products. This work is critical to understanding and sharing the wood product industry’s sustainability story.

Kim Paulson

Coordinator, Education & Operations
Kim Paulson

Kim is AWC’s Coordinator for Education and Operations, where she serves as AWC’s point person for wood design and construction education programs and accreditation. Kim also assists the operations manager with various tasks, including keeping the membership database up to date and making updates to AWC’s website. She holds a bachelor’s degree from Edinboro University.

Jackson Phillips

Manager, Government Affairs
Jackson Phillips

Jackson is AWC’s Manager of Government Affairs and manages state and local legislative priorities. Just prior to AWC, Jackson worked to deliver political success and policy communications primarily for members of the U.S. House of Representatives across the political spectrum. He comes to AWC having worked in public policy and strategic communications including on Capitol Hill, in European Parliament, for political campaigns, and in community coalition building. Jackson is a Tennessee native and Furman University graduate with a degree in politics and international affairs.

Sarah Puls

Manager, Sustainability Standards
Sarah Puls

Sarah Puls is the Manager of Sustainability Standards at AWC. She holds a B.S. in Natural Resources and an M.S. in Forestry from NC State University. Her master’s research focused on carbon accounting and life cycle assessment for southern pine plantation systems and harvested wood products, with an emphasis on the temporal dynamics of wood product carbon flows. She has also worked for the U.S. Forest Service in North Carolina and Alabama. At AWC, Sarah focuses on standard development to ensure fair and transparent treatment of structural wood products and highlight their environmental benefits.

Jason Smart, P.E.

Director, Fire Engineering
Jason Smart, P.E.

Jason is AWC’s Director of Fire Engineering. He leads AWC’s efforts related to fire safety and acoustical performance of wood construction, serves on several technical committees and participates in the model code development process on behalf of AWC. Prior to joining AWC, he worked for the International Code Council Evaluation Service (ICC-ES) and the Institute for Business & Home Safety (IBHS). Jason is a licensed professional engineer and a graduate of Virginia Tech with a bachelor’s degree in Wood Science and Forest Products and a master’s in civil engineering.

Madison Stephens

Manager, Communications & Outreach
Madison Stephens

Madi is AWC’s Manager, Communications and Outreach. She has worked in communications and public relations for several years with former clients in the nonprofit, government, education and corporate sectors. She held graduate fellowships with the National Security Innovation Network (Department of Defense) and the Global Situation Room. While working with NSIN, she helped design communication plans for cybersecurity of facility-related control systems projects. Madi holds a bachelors of English Literature and a masters of strategic communication.

Greg Womack

Manager, Fire Service Relations
Greg Womack

Greg is AWC’s Manager, Fire Service Relations for the Western Region. He is responsible for leading AWC’s fire service engagement program and oversees initiatives related to wildland urban interface and construction fire safety. Before joining AWC, Greg had an extensive career in the fire service with over 30 years of experience. He retired as the Division Chief of Operations at the Boise Fire Department and held leadership positions in Boise Firefighters Local 149 throughout his career. His dedication and contributions to the field were recognized with the Firefighter of the Year and the International Association of Fire Fighters Leadership Awards.

Shaina Zarkin-Scott

Manager, Government Affairs
Shaina Zarkin-Scott

Shaina is AWC’s Manager of Government Affairs and manages state and local legislative priorities. Prior to AWC, Shaina worked on Capitol Hill for 6 years, first for Congresswoman Kim Schrier and then for Congresswoman Marie Gluesenkamp Perez. She has extensive experience in agriculture, environment, and natural resource policy . Shaina is an Oregon native and graduated from Grinnell College with a degree in biology.

Paul Armstrong, P.E., CBO

West Regional Manager (California, Hawaii, Nevada).
Paul Armstrong, P.E., CBO

Paul is AWC’s West Regional Manager where he covers the International Code Council (ICC) Region I. Before AWC, Paul worked at the International Conference of Building Officials, the International Code Council (ICC), the Los Angeles Department of Building and Safety, and as a contract building official in various California jurisdictions. As an ICBO staff member he was the original drafting secretariat of the 2000 International Residential Building (IRC) Drafting Committee and has since served as an ICC International Residential Building Code Development Committee chairman. He is well known in California and the western states for his educational presentations and is an active member of the ICC.

Cade Booth, CBO, CFM

South Regional Manager (Alabama, Florida, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee).

Cade is AWC’s Southeast Regional Manager, where she covers International Code Council (ICC) Regions VIII and IX. She has over 20 years of building and code experience including as a Certified Building Official for the City of Savannah, Georgia. Most recently, she served as the Founder and CEO of Code Consultants of Savannah. Cade is actively involved in the ICC where she currently serves on the Professional Development Committee and has formerly served on multiple Exam Development Committees. She holds a Bachelor of Science in Architecture from Georgia Institute of Technology.

Steve Orlowski, MSCM

Northeast Regional Manager (Connecticut, Maine, Massachusetts, New Hampshire, New York, Rhode Island, Vermont, Delaware, Maryland, New Jersey, Pennsylvania, Virginia, West Virginia, Washington, D.C.).
Steve Orlowski, MSCM

Steve is AWC’s Northeast Regional Manager covering ICC’s Region VI and VII. With more than 25 years in the construction industry, his diverse background includes trade work, project management, building inspection, plan review, codes and standard development and code consulting. Since 2007, Steve has served on several technical committees with ASHRAE, the International Code Council and the National Fire Protection Association representing the interest of homebuilders, building owners and product manufacturers. He holds a Master of Science in Construction Management from Texas A&M University, a Bachelor’s in Business Administration from Mount St Mary’s University and certifications with the ICC.

Ed Lisinski, P.E., CBO

Midwest Regional Director (Illinois, Indiana, Iowa, Kansas, Kentucky, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, South Dakota, Wisconsin).
Ed Lisinski, P.E., CBO

Ed is AWC’s Midwest Regional Director. He has 16 years of experience as a building code official, also serving as the department director for the City of West Allis, Wisconsin. He is an active member of the International Code Council where he has served as the chair of both the Building Membership Council and the Structural Code Development Committee. He earned his Bachelor of Science degree in Architectural Engineering from the Milwaukee School of Engineering.

Shane Nilles, CBO

Pacific Northwest Regional Manager (Alaska, Idaho, Montana, Oregon, Washington, Wyoming)
Shane Nilles, CBO

Shane is AWC’s Pacific Northwest Regional Manager, Codes & Standards with responsibility for states in ICC Region II. Shane comes to AWC with over 20 years of experience, including immediate prior experience as a Building Official/Public Works Manager for the City of Cheney, Washington, where he currently resides. Shane is a Certified Building Official and is also a Master Code Professional which is the highest level of designation the ICC offers. Shane has also been recognized as Code Official of the Year by the Washington Association of Building Officials (WABO).
