• The International Conference of Building Officials (ICBO), the Building Officials Code Administrators (BOCA), and the Southern Building Code Congress International, Inc.   The National Building Codes (NBC) was developed by BOCA, the Standard Building Code (SBC) was developed by SBCCI, and the Uniform Building Code (UBC) was developed by ICBO. The NBC, SBC, and UBC were consolidated into the International Building Code (IBC) when ICC was formed.
